City of Lacey Public Records Request System

The city of Lacey uses a central public records request portal for all city departments, including police, fire, and the Joint Animal Services unit. The portal lets you submit requests, track their status, and receive documents electronically. Requests for body-worn camera footage go through this same system.

The Lacey Public Records request portal gives full access to the city's records system, including links to submit new requests and view the city's exemption policies.

Body-worn camera footage is handled through the portal. The redaction fee for BWC footage is $0.90 per minute, set by Resolution 1172 adopted September 16, 2025. This fee applies to footage that must be edited before release to protect exempt information such as victim identities or juvenile faces. Under RCW 42.56.240(14)(e), some people qualify for a full or partial exemption from this fee, including people directly involved in the incident, their legal counsel, and certain others. State the basis for your exemption clearly in your request.

What Lacey Arrest Records Include

Arrest records in Lacey cover several types of documents. Police incident reports name the people involved, describe the alleged offense, and include the officer's account of what happened. Booking records from the Thurston County jail show the name, booking date, and cause of arrest. Under RCW 70.48.100, those three data points are always public. Other documents in the arrest file may be withheld in whole or in part.

The city may also have supplemental officer notes, collision reports, body-worn camera footage, and photo or audio evidence tied to an arrest. Each of these may require a separate request or involve additional fees. The department applies exemptions under RCW 42.56 for ongoing investigations, victim identities, juvenile records, and sensitive investigative details. Withheld items must be identified, and the legal basis for the withholding must be stated in writing.

Non-conviction records have more protection under RCW 10.97.050. If charges were dismissed or the person was not convicted, access to those records is more limited than for conviction records. You may inspect some non-conviction records in certain situations, but getting copies is not guaranteed. Ask the records office about the specific file if you are not sure.

Note: An arrest record shows that a person was arrested. It does not reflect a finding of guilt or a conviction for any crime.

TCOMM 911 and Regional Dispatch Records

Lacey is served by TCOMM 911, a regional communications and dispatch authority covering several Thurston County cities including Olympia, Lacey, Tumwater, Tenino, and Yelm. Dispatch-related records, 911 call logs, and communication recordings are held by TCOMM, not by the individual city departments. If you need dispatch records tied to an incident in Lacey, you submit your request directly to TCOMM.

The TCOMM 911 public records portal uses the NextRequest platform and accepts requests for dispatch records, call logs, and related communications for all cities in the authority's coverage area.

If you are not sure whether a record is held by the Lacey Police or by TCOMM, contact the Police Records Division first. They can tell you which agency holds the document and direct you to the right request portal. Submitting to the wrong system adds days to the process.

Statewide Records Tools

Lacey Police records cover incidents within city limits. For a broader picture, Washington State offers several tools. The Washington State Patrol runs the WATCH system, which provides a statewide name-based criminal history check for $11. This is the fastest way to find prior convictions across Washington without contacting each agency individually.

Court records are available through the Washington Courts case search portal. It covers filed charges, dispositions, and sentencing across District, Superior, and Municipal Court statewide. Lacey misdemeanor cases are handled by Lacey Municipal Court. Felony cases tied to Lacey arrests go to Thurston County Superior Court.

If you need to check whether someone is in custody, VINELink offers free custody status lookups and alert notifications for the Thurston County jail and most county facilities in Washington.
